美國眾議院外交委員會通過決議案 譴責中共活摘器官

【真相網2016.3.20】美國國會眾議院外交委員會二零一六年三月十六日通過要求中共停止強行摘取法輪功學員器官的決議案。該決議譴責中共活摘器官行徑，並要求進行更多調查。

據美國法院新聞服務網（Courthouse News Service）三月十六日報道，活摘器官被紐約州國會議員稱為｢恐怖事件｣。長期以來，中共一直被指控在黑市上販賣法輪功學員的器官。三月十六日在眾議院外交事務委員會舉行的聽證會氣氛沉重。

報道說，法輪功於一九九二年傳出，修煉法輪功的人數眾多，法輪功學員長期以來指控中共在九十年代末，即開始銷售法輪功學員的器官。

加拿大政治家大衛•喬高和人權律師大衛•麥塔斯十年前對中共活摘器官進行調查後，這些活摘器官的指控獲得媒體廣泛關注。

根據喬高及麥塔斯於二零零六年和二零零七年間撰寫的調查報告，他們發現中共政權繼續摘取法輪功學員的器官。

兩年後聯合國酷刑調查官員要求中共全面說明｢器官移植的供體來源｣。

三月十六日，美國眾議院外交事務委員會通過了包含六個部分的決議案，譴責中共的人權記錄，並要求進行更多調查。

民主黨眾議員恩格爾（Eliot Engel）首先發言，他說：｢移植手術旨在挽救生命，但從非自願者身上活摘器官是嚴重侵犯人權的行徑。更有甚者，中共專門針對信仰者進行迫害，摘取他們的器官謀利。｣

US House Foreign Affairs Committee Marks Up Resolution Condemning Organ Harvesting in China

The United States House Foreign Affairs Committee (HFAC) marked up H.Res. 343 on March 13. The resolution calls on the Chinese government to cease the practice of state-sanctioned organ harvesting from Falun Gong practitioners, and to cooperate with investigations into these crimes. Currently, the resolution has 166 bipartisan cosponsors.

At the hearing on Wednesday, Congressman Chris Smith (R-NJ) said, ｢I strongly believe that this resolution is an important step in bringing a measure of accountability and transparency to what may be one of the greatest crimes of the 21st century: the 17-year effort to eradicate Falun Gong from China.｣

New evidence that emerged this year, drawn directly from Chinese medical databases and hospital websites, indicates without question that the scale of the organ transplantation industry in the People's Republic of China is far beyond what had previously been understood. With limited number of death-row prisoners, and extremely low rate of voluntary donation, the number of Falun Gong practitioners and other prisoners of conscience being killed for their organs could be much more than previously estimated.

Congressman Dana Rohrabacher (R-CA) pointed out at the hearing that researchers David Kilgour, David Matas and Ethan Gutmann conducted detailed investigations and estimated that between 45,000 and 65,000 Falun Gong practitioners were killed for their organs which were then sold for profit. ｢I've read those accounts and they are chilling,｣ said Rohrabacher. ｢Those estimates may now be much higher according to the forthcoming report by those three researchers.｣

Congressman Eliot Engel (D-NY) described the organ trade in China as ｢something out of a horror story.｣ He went on to say that, ｢Non-consensual organ harvesting represents a gross violation of human rights. And if this horrible abuse weren't enough, we hear about victims being targeted for their religious beliefs, and of Chinese prison camps reaping profits off of harvesting these organs.｣

｢We cannot allow these crimes to continue,｣ declared Congresswoman Ileana Ros-Lehtinen (R-FL), who co-initiated H.Res. 343 with Congressman Gerry Connolly (D-VA).

Ros-Lehtinin said, ｢By passing this resolution we can send a message to the Chinese regime, the U.S. medical community, and our State Department that we condemn China's organ harvesting. We know that it's still going on and we must do more to end this practice immediately.｣
